NICVD CFO Blows Whistle on Corruption Allegations Against Executive Director

Karachi: Shocking allegations of corruption have surfaced at the National Institute of Cardiovascular Diseases (NICVD) as the hospital’s Chief Financial Officer (CFO), Faisal Abdul Sattar, has formally accused Executive Director Dr. Tahir Saghir of serious misconduct.

In a letter sent to the Chief Minister of Sindh, the CFO detailed multiple instances of alleged financial and administrative irregularities involving Dr. Saghir.

One of the key accusations involves the illegal salary hike of a favored nurse. According to the CFO, the nurse’s monthly salary was increased from Rs. 245,000 to a staggering Rs. 500,000 without any official justification.

Dr. Tahir Saghir is also reportedly receiving 1,400 liters of petrol every month—far exceeding the allowed limit and violating NICVD rules.

The CFO further claimed that Dr. Saghir is using two 1800cc vehicles illegally, which is against the protocol of the institution.

In his letter, Faisal Abdul Sattar stated that Dr. Saghir is unlawfully drawing a 5% professional fee from the institute’s Rs. 11 billion annual budget allocated to the Sindh Institute of Cardiovascular Diseases (SICVD).

He also accused Dr. Saghir of bypassing recruitment protocols by appointing individuals to key positions without advertising the vacancies, which is a clear breach of institutional rules.

One such appointment includes a Head of Security who is reportedly drawing a monthly salary of Rs. 500,000, hired without any formal recruitment process.

CFO Faisal Abdul Sattar has urged the Chief Minister to take strict action against Dr. Tahir Saghir and investigate the misuse of authority at one of Karachi’s most critical healthcare institutions.
