Corruption Allegations in KMC Graveyards: Claims of Multiple Burials in Single Graves

Credible Post Report

Karachi, April 13, 2026

Serious corruption and negligence allegations have emerged regarding the Karachi Metropolitan Corporation’s (KMC) cemetery operations, raising significant concerns over graveyard management in the city.

During a press conference on Monday, a pressing public interest issue was highlighted, focusing on alleged financial misconduct within KMC’s Cemetery Department.

Rafiq Shah, Chairman of the Shah Mohammed Welfare Trust, provided detailed accusations of corruption and mismanagement at Muhammad Shah Cemetery. He claimed that a collusion exists between former KMC Director Sarwar and cemetery staff, including grave diggers, who are reportedly selling grave plots at arbitrary prices contrary to official guidelines.

Shah stated that Karachi Mayor Murtaza Wahab had set the official burial fee at Rs. 14,300, but alleged that these rates are not enforced in KMC graveyards where unauthorized fees are being charged.

He also made shocking claims of personal threats and intimidation, revealing that he had been kidnapped several times and coerced to abandon the Shah Mohammed graveyard, which his grandfather founded in 1963 under a registered welfare organization. Additionally, Shah accused individuals of stealing grave records and claimed he had to pay Rs. 2 million for his release, asserting that no police station registered a First Information Report (FIR) regarding these events.

The press conference drew numerous media representatives, particularly from digital platforms, who underscored the necessity for transparency and accountability in the management of public graveyards.

If substantiated, these allegations indicate severe governance issues and call for immediate investigation by the relevant authorities.
