**Karachi, August 09, 2025** — The Sindh Healthcare Commission (SHCC) has terminated its Deputy Director of Anti-Quackery, Dr. Abrar Hussain Shah Kazmi, after a video surfaced on social media allegedly showing him receiving a bribe of Rs. 200,000.
The anonymously leaked video appears to capture Dr. Abrar Shah accepting the cash — said to be a monthly collection from various hospitals and clinics, as well as fees for authorizing the opening of new clinics. In the footage, Dr. Abrar Shah arrives in a Suzuki Swift (registration BZR-667, model year 2024) and is handed a white envelope full of cash. The person filming can be heard explaining the purpose of the payment. At one point, Dr. Abrar Shah says, “Two, two, no,” to which the payer replies, “Yes, two, two.”
Sources claim Dr. Abrar Shah led an organized bribery network within the SHCC, allegedly involving several individuals — including Yasir, Raza, Fahad, Jamil, Asad Shah, Farrukh Zia-ur-Rehman, Hanan Jokhio, Fazal Bhavani, and Nadeem — which continues to operate despite his dismissal. Reports further allege that terminated employees of the SHCC are still patronizing groups that collect monthly bribes from quacks across Sindh.
The SHCC has ordered Dr. Abrar Shah to report back to his original post in the Health Department following his termination.
Dr. Abrar Shah has long faced allegations of corruption — from extorting quacks and taking bribes from subordinates, to drawing salaries from dual government positions. One notable case involved him sealing over 300 clinics in Karachi’s District West and District Korangi, only for them to deseal(reopen) within a month after bribes were allegedly paid.
It is worth noting that the SHCC’s first Chairperson, Dr. Tipu Sultan, speaking to the media at a Pakistan Medical Association (PMA) event, remarked that the commission has been “taken over by goons.”
The incident has reignited concerns over corruption in the SHCC and the need for stronger oversight to curb bribery in Sindh’s healthcare system.
